Job Title: Evaluation Coordinator II- Postsecondary
Wage/Hour Status: Exempt
Pay Group: A40 Salary Plan
Primary Purpose: Support postsecondary programs by reviewing resident eligibility, facilitating student transfers for postsecondary participation and gathering and analyzing program data to make best interest determinations.
Education/Certification/Experience:
Bachelor’s degree from a college or university accredited by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE) with major course work in Education, Criminal Justice, Public Administration, Information Technology, Business or a related field.
Three years of full-time, wage-earning experience in education, program evaluation/data analysis, statistical analysis, or criminal justince.
A Master's degree preferred.
Program evaluation, strategic planning, and experience with multiple software applications such as word processors, spreadsheets and database managers preferred.
This position requires personal technology that will enable the completion of job duties and responsibilities when working remotely.
This position requires moderate travel including overnight stays.
Special Knowledge/Skills:
Skill in the use of computers and peripheral equipment.
Knowledge in database management and query skills, and mastery of computer software including Microsoft Office Suite to include Word, Excel, PowerPoint, Outlook and Access.
Knowledge of school district organization, operations, policies and procedures.
Excellent oral and written communication skills with the ability to convey ideas and instructions clearly and concisely.
Ability to work independently and interact with mulitple constituencies.
Knowledgeable in data processing and analysis and mastery of statistical analysis software such as R, SPSS or SAS or a programming language such as SQL, Java or C++.
Major Responsibilities and Duties:
1. Develop and implement detailed process management guides to support postsecondary program efforts related to student eligibility, student transfers and analyzing program data.
2. Coordinate postsecondary student screening, program assignment, unit transfer, and information with the Texas Department of Criminal Justice (TDCJ) Classification.
3. Serve as a Windham liaison to the Texas Higher Education in Prison Consortium (TXHEPC).
4. Provide data support to faculty and staff of TXHEPC institutions.
5. Provide training to faculty and staff of TXHEPC institutions to enable the best use of data products.
6. Develop standard reports for members of the TXHEPC to support regular assessments of Prison Education Programs (PEP) effectiveness.
7. Collaborate with Information Technology staff and Institutional Research & Effectiveness staff of TXHEPC institutions to ensure reliable data transfer.
8. Monitor and report postsecondary attendance and enrollment data.
9. Provide training and guidance to Windham and postsecondary institution staff.
10. Assist in the development of policies and procedures.
11. Assist with disaggregating postsecondary data as required.
12. Monitor, maintain, and develop postsecondary Individualized Treatment Plan (ITP) processes relating to district and TDCJ missions.
13. Analyze data and assist in modification of complex electronic record systems.
14. Assist with special projects and research.
15. Maintain logical and thorough records regarding reports, data requests and documents.
16. Assist in the development of internal and external documents.
17. Perform other duties as assigned.

19. Perform duties in a professional manner through daily, punctual attendance at location of work assignment.
20. Follow Windham School District policies and procedures in completing assigned job duties.
21. Execute duties in a professional, ethical and responsible manner as defined in 19 TAC Chapter 247, Code of Ethics and Standard Practices for Texas Educators.
